The National Disaster Management Organization (NADMO) is the only constitutionally mandated Government Agency established by an act of parliament (Act 517) of 1996 (assented on 11th September,1996) and was (GAZETTED on 27th September, 1996) which was also amended by parliament to Act 927 of September, 2016 to enable the organization function more efficiently on the management of areas affected by disasters and other emergencies in the Country,

The following are the mission, vision and core functions of the organization.


To manage Disasters by Co-ordinating the resources of government institutions, and developing the capacity of Voluntary Community-based organizations to respond effectively to similar emergencies.


NADMOโ€™s vision is to reduce the risk of people, especially the poor and the disadvantaged from the effects of natural, environmental and human induced hazards by coordinating the resources of Government Institutions and Non-Governmental Agencies and the private sector, and developing the capacity of individuals and Communities on the Prevention, Preparedness, Response and Recovery from disasters


  • To prepare and update National, Regional and District management plans to prevent disasters or reduce the impact of disasters in the country.
  • The establishment of training facilities for NADMO staff and stakeholders.
  • Institute and undertake educational programmes to provide public awareness and establish early warning systems.
  • Provision of equipment and warehousing for relief items for emergencies.
  • Organize, train and equip disaster volunteer group (DVG) to enhance their skills in disaster management and income generation.
  • To stockpile items for relief, rehabilitation and reconstruction.
  • Coordinate local and international support for disaster management in the country.
  • Coordinate local and international stakeholders and resources for effective disaster management.


The National Disaster Management Organization (NADMO) Northern Region during the period 2020- 2022 has undertaken some Programmes and Activities for the organization. Some of the Programmes include:

  • Sensitization on Disaster Prevention, Mitigation as well as awareness creation on disaster types in the region.
  • Carry out early warning and Community Preparedness Plans for some Communities in the region.
  • The organization has embarked on Pre-assessment visits to flood prone Communities in the region.
  • Updated the Regional Disaster Management Plan for the region in 2020 with support from the Swiss Red Cross.
  • Develop the first Standard Operating Procedures (SOPs) for the region in 2020 also with funding support Swiss Red Cross.
  • Train NADMO staff on Disasters and Report writing in 2022.
  • Organized capacity building for NADMO staff on Human Resource and Administration in 2021.
  • Hold regular and effective meetings to review and update the regional Disaster Management Plans.
  • The organization in 2020 sourced funding from Ghana Red Cross Society to organized capacity building for NADMO staff in some selected Districts.
  • Seek financial support from the Swiss Red Cross through Ghana Red Cross Society for the updating of both Northern Regional Management Plan and the Standard Operating Procedures (SOPs).
  • Again updated the Northern Regional Disaster Management Plan in 2022 with support from the World Food Programme (WFP).
  • Organized the Northern Regional Platform for Disaster Risk Reduction (DRR) with our stakeholders in 2020.
  • Carry out education on both the electronic and print media on DRR and measures to put in place.
  • Liaised with some MMDAs to carry out dredging on some major storm drains in their various Districts in 2020.
