ANNUAL REPORT 2023
INTRODUCTION
The Department of Gender – Northern Region, for the year under review undertook and implemented a number of activities aimed at bridging the gender gap in our development process. The Department with its mandate to ensure gender equality and equity across all levels of the development process organized and participated in a number of activities organized by partners and collaborators in the region to address gender issues as well as improve the lives and wellbeing of women and other vulnerable groups in the communities. The Department also participated in Radio, Live programmes and T.V discussions on topics/ issues affecting the marginalized groups of our society who are predominantly women and children.
PROGRAMMES AND PROJECTS / COLLABORATED PROGRAMMES
The Department for the year under review, carried out the following activities that are aimed at the enhancing the wellbeing of women and other marginalized groups.
1.The Department in collaboration with Norsaac undertook training on Sexual Reproductive Health Rights – SRHR, SGBV/Child Marriage and Family Planning Training for some community members and Young Women and Men within the Tamale Metropolis. The training sought to educate and sensitize them on SRHR and SGBV/Child Marriage. The training also sought to educate them on the importance of Family Planning. This was held at Mariam Centre, Tamale on the 15th February, 2023.
2.The Department Collaborated with the Domestic Violence Secretariat of MoGCSP to build the capacity of community leaders on Strengthening Community Systems for Protection from Sexual and Gender – Based Violence, HIV and Tuberculosis. The training sought to engage with the community leaders in creating awareness and providing support mechanism for Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH)/GBV and HIV/TB. The training was held in Tamale at Radach Lodge and Conference Centre on the 30th and 31st March 2023.
3.The Department in partnership with SONGTABA (an NGO) identified and trained 10 young persons (6 Male and 4 Female) at the district level, selected from five districts to serve as Smart Youth Journalists. They were taken through laws and protocols that protect adolescent girls and young women from SGBV, Child Marriage and harmful practices such as FGM. The training was aimed at building their capacities to be able to identify and report on issues of SGBV among others at the community level to the appropriate institutions. The facilitation was done by the Regional Director of the Department of Gender. This was held in Tamale at Naat Hotel on 27th April 2023.
4.The Department again in collaboration with Norsaac undertook a training on gender transformation and gender mainstreaming for community leaders and opinion leaders within the Tamale Metropolis. The training sought to equip community leaders and opinion leaders on gender transformative approaches they can adopt to address issues of gender inequalities at the community level. The training was facilitated by the Regional Director and a total of 12 community leaders made up of 8 men and 4 women participated in the training session. This was held on 2nd May 2023 in Tamale at Mariam Centre.
5.On May 5th 2023, the Department again partnered with an NGO, Savanna Signatures to hold discussions on Violence against Men. The Regional Director led a live radio discussion, which was also streamed live on Savanna Signatures’ Social Media handle on Facebook. It was meant to educate listeners on violence against men and that; violence is not limited to only women. Men also suffer violence in the hands of their spouses as well and the society. Because of the patriarchal system and perceived ego of men, they usually go unreported. Men were encouraged to report cases of abuse/violence that they suffer.
6.The Department in collaboration with University for Development Studies Womens’ Commission (WOCOM) and SHE+, as part of SRC Week celebration on 21st June 2023, sensitized the student body of UDS, mainly female on sexual harassment. How to deal with sexual harassment and SGBV on campus and outside campus, especially in the wake of reported rape cases at private students’ residence/hostels outside campus. The Department took participants through a session on what constitute sexual harassment and how to deal/resist them. Reporting mechanisms using the UDS internal mechanisms and external helplines including the BOAME app. In all, over 200 young ladies and 40 males participated in the event. This was held at the UDS Andani Auditorium in Tamale.
7.The Department in Coordination with the Domestic Violence Secretariat – MoGCSP and UNFPA organized two days training workshop of Market Executives and Communities Representative as paralegals in the area of Domestic/Sexual and Gender Based Violence, Child Marriage and other Abuses. The purpose of this engagement was to equip market executives as paralegals to serve as advocates and first point of call on emerging issues of Sexual and Gender Based Violence and all forms of abuses that happen within the Market Premises can be reported. This was held at the Modern City Hotel – Tamale on the 20th June and 21st June 2023 for the training, and a public Durbar on 22nd June at the Aboabo Market.
8.The Department, with Financial Support from MEDA GROW2 Project organized the first and second quarter Regional Gender Support Network as a forum for partners and members of the network to present their key achievements and activities on gender related issues and a possible coordination and mainstreaming of Gender related activities. The Gender Support Network is also to help key stakeholders coordinate activities in gender mainstreaming and to consolidate the impacts of their activities on Gender equality and Social Inclusion outcomes and the support in the revival and strengthening of the Gender Support Network. This was held at the Tamale National Youth Authority center and Institute of Local Government Conference Hall formally Workers College Conference Hall respectively on Tuesday, 28th March 2023 and Thursday, 20th July 2023.
9.The Department with Financial Support from USAID RING II Project embarked on supportive supervisory visits to RING II beneficiary Districts and Municipals to supervise activities implemented by the District Gender Desk Officers (GDOs) under the RING II project. The department also sought to evaluate the level of activity implementation to provide technical support where needed in order to ensure project purpose, as far as nutrition and gender components concerned are realized. The districts visited were Yendi, Mion, Gushegu, Karaga, Nanton and Sagnerigu.
10.The Department with Financial support from USAID RING II Project embarked on a second supportive supervisory visits to RING II beneficiary communities in the various district and municipal assemblies to supervise activities implemented by the district Gender Desks Officers (GDOs) in the beneficiary communities. The department sought to evaluate the impact of the activities implemented by GDOs on beneficiary communities as well as women and children under 5years. The Department also provided some level of encouragement, education and support to ensure that the purpose of the project as far as nutrition and gender is concerned are accomplished. The district visited were, Karaga, Gushegu, Yendi, Nanton, Mion and Sagnerigu. This was done in the first and second weeks of September, 2023.
11.The Department in Collaboration with Tiyumba Hope Foundation – THF (an NGOs) held a community Durbar on Gender Based Violence. The program was facilitated by the Department of Gender and discussions centered on the various forms of SGBV in the community and how community members can help to identify, prevent and report cases of SGBV. The program recorded attendance of over 100 participants (60 males and 52 females). This was held at the forecourt of the Chief Palace of the Woribogu Community in the Tolon District on 20th August, 2023.
12.The Department in Collaboration with MEDA GROW2 Project organized a two day Training of Trainers (ToT) on Gender Equality Champions (GEC) Methodology. The training was aimed at improving the knowledge and skills of selected District Gender Desks Officers to facilitate training at the community level for men, as Gender Equality Champions (GECs). They were trained on the use of the Gender Equality Training Manual to equip them with tools necessary for effective advocacy for community support and women’s socioeconomic empowerment. This training was targeting the Gender Desk Officers at the implementing districts and partners, a total of 18 participants made up of 15 females and 3 males. The training was held on 19th and 20th September, 2023 at Global Dreams Hotel – Tamale.
13.The Department in collaboration with MEDA GROW2 project again organized a Consultative Forum with the Traditional Leadership of Zabzugu district on availability and accessibility of land for smallholder female farmers in the district. The consultative forum was aimed at engaging and educating the traditional leadership and authorities in the Zabzugu District on the benefit it brings to the family and the community at large if women are allowed or permitted to own land for farming. The consultative forum was held at the Zabzugu District Assembly Conference Hall on the 26th September, 2023.
14.The Department in Collaboration with MEDA GROW2 Project organized a two day Training of Trainers (ToT) on Gender Equality Champions (GEC). The training was aimed to improve the knowledge and skills of the men on Gender Equality, SGBV and Child Marriage. This was held on October 2023 at Mion District. A total of 25 men were trained.
15.The Department in Collaboration with SWIDA (an NGO’s) held a Radio Discussions on Child Marriage and Sexual Abuse of young girls. The purpose of the Radio Sessions was to educate the public on the negative effects and implications of Sexual Abuse and Child Marriage on the young girls in the Region and the need for community members to support in addressing these issues. This was held at Radio Savanna- Tamale on the 8th November 2023.
16.The Department coordinated the National launch of this year’s (2023) 16 days of activism against Gender Based Violence organized by the MoGCSP in collaboration with its development partners, the event took the form of a walk through some principal street in Tamale on 25th November 2023. The theme for the year was ‘UNITE’ Activism to end violence against women and girls. The launch of the 16 days was to raise public awareness and prevent issues of Gender Based Violence which predominantly affect women and girls.
17.The Department in collaboration with Norsaac as part of the 16 Days of Activism held a community engagement and sensitization of Religious leaders, Traditional Authorities, Women group leaders, Youth leaders and students on SGBV and Child Marriage. This was held at the Sagnerigu Chief’s Palace in the Sagnerigu District on the 29th November, 2023. Over 150 community members were engaged.
18.The Department in collaboration with Pagaba Saha as part of the 16 Days of Activisms held a community engagement and sensitization of Religious leaders, Traditional Authorities, Women group leaders, Youth leaders and Students on SGBV and Child Marriage. This was held at the Pong Tamale in the Savelugu District on the 29th November, 2023. Over 200 community members were engaged and sensitized.
19.The Department in collaboration with Young Urban Women Movement (YUWM) organized a community engagement in the Kpeni Community in the Sagnerigu District on SGBV Prevention and Child Marriage. This was held in the Kpeni Community on the 6th of December, 2023.
20.The Department of Gender and the Department of Social Welfare participated in two joint monitoring organized by LEAP Secretariat in the Region. The visit was to validate and make payment to the 189 households’ women who are LEAP beneficiaries in 6 communities in the Saboba District. Under the digital financial and production inclusion project. These women were trained they on Guinea Fowl Rearing, Groundnut Processing, Rice Parboiling and Soup making. The communities covered are Nalogni, Masijona, Namongbani, Gbangbangpong, Nayundo and Sambuli. This initiative is aim at making them financially independent as well as a process toward weaning them off the LEAP program. The monitoring visit was undertaking by the team on 30th and 31st August 2023 on the first visit, with the repeat visit on 6th and 7th December 2023.
CHALLENGES
The Department is inundated with challenges such as
- Inadequate funds to carry out activities in annual work plan.
- Difficulty in reaching some districts to discharge its duties due to the vast nature of the region.
- Inadequate knowledge on counseling
- The issue of child marriage, Teenage Pregnancy, Parental irresponsibility, Gender Based Violence continues to be challenging issue in our gender work. It is not as a result of lack of knowledge in most of these afore-mentioned issues, changing attitudes remain the most challenging,
CONCLUSION
Despite the challenges facing the Department, the year witnessed relevant collaborations with partners, and following the successes from the collaboration and financial supports that went on with partners in the Region. However, a lot more could be achieved if more resources are committed to the activities of the Department on a timely and regular basis.
RECOMMENDATION
In order to achieve the mandate of the department, we recommend the following
- Staffing situation for the Secretariat should be improved upon. Thus the employment of additional assistant programme officers, a driver, secretary, messenger/cleaner to reduce the burden on the few staff.
- DGDOs at the district level are on secondment and not permanently on the Gender schedule. This makes it difficult for institutional memory retention and continuity.
- Enough funding should be made available for activities at the Regional level.
- Regional staff be taken through counseling training to enhance our skills in counseling services to clients.
- The need for more and frequent sensitizations on the effects of child marriage with all stakeholders to address the issue which is affecting a lot of young girls in it.

ACHIEVEMENTS FOR THE FIRST QUARTER OF 2024
INTRODUCTION
The Department of Gender, for the first quarter implemented a number of activities aimed at bridging the gender gap in our development process. The Department with its mandate to ensure gender equality and equity across all levels of the development process participated in a number of activities organized by partners and collaborators in the Region to address gender issues as well as improve the lives and wellbeing of women and other vulnerable groups in the communities. The Department also participated in radio discussions on topics/issues affecting the marginalized groups of our society who are predominantly women and children.
ACHIEVEMENTS FOR THE FIRST QUARTER OF 2024
The Department for the first quarters carried out the following activities that are aimed at enhancing the wellbeing of women and other marginalized groups.
1.The Department in Collaboration with the Centre for Research and Development Alternative (CREDA) organized a Sensitization Workshop for Young Women and Adolescent Girls (YWAG) with Disabilities on Gender-Based Violence and Legal or Policy Provisions on the Rights and Responsibilities of Persons with Disability. The workshop sought to increase awareness and knowledge of YWAG on their fundamental human rights, increase awareness of YWAG on the concept of GBV and its related issues, and increase awareness of the channels and processes of seeking redress for GBV cases. This was done in three Districts in the Northern Region and they are Sagnerigu, Kpandai, and Nanumba South Districts. In attendance were 15 PWDs in each District. This was held at Ashcal Hotel, Tamale, Kpandai, and Wulensi District Assembly Hall on the 23rd of February, 1st and 2nd of March 2024 respectively.
2.The Department in Collaboration with the Centre for Research and Development Alternative (CREDA) organized a Sensitization Workshop for Parents/Guardians of Children and Adolescents with Disabilities on protecting and prioritizing their upbringing. The Workshop seeks to increase parents/guardian's awareness of the fundamental human rights of Persons with Disabilities (PWD) and GBV, increase their awareness of the social misconceptions about gender and disability and the need to have a change of mindset, and also to improved parents/guardians knowledge on nurturing children and persons with disability. This was done in three Districts in the Northern Region and they are Sagnerigu, Kpandai, and Nanumba South Districts. In attendance were 2 PWDs leaders in each District, 6 Males and 17 Females. This was held at Tiicls Guest, Tamale, Kpandai and Nanumba South District Assembly Hall on the 26th of March, 27th and 28th of March 2024 respectively.
3.The Department in Collaboration with SWIDA (an NGO’s) organized an advocacy session on unpaid care work and effect of using women's time for productive activities. The session sought to build the understanding of different economic groups of women in the region on the importance of unpaid care and its effect on their economic ventures, improved their skills in engagement with household and family members to support in-home level support to reduce and redistribute care work to safe women time for productive activities and encourage women to transfer their skills and knowledge of care work into potential income generating activities. In attendance were 50 participants (45 Women and 5 Men). This was held at Regional Library, Tamale on 22nd January, 2024.
4.The Department in collaboration with Savana Signatures organized a Forum to Mark International Women’s Day 2024. The forum conference seeks to chart a course toward enhancing economic inclusivity for women and girls, which specifically, focuses on empowering local women entrepreneurs and young business owners including those with disabilities. The Forum sought to highlight the importance of economic empowerment in achieving gender equality, provide a platform for networking and collaboration among local women entrepreneurs, facilitate discussions on overcoming barriers to economic inclusion, with a focus on women with disabilities, showcase success stories and best practices in women entrepreneurship and economic empowerment and to inspire and empower women to pursue entrepreneurship and leadership roles in their communities. In attendance were 56 participants (20 PWDs, 5 Males and 31 Females). This was held on the 8th of March 2024 at the Chief Alhassan Hall, Savana Signatures, Tamale.
5.The Department and Regional Gender Support Network in collaboration with Savana Signatures organized a Radio Discussion under the theme: Count Her In: Accelerating Gender Equality through Economic Empowerment to Mark International Women’s Day. The discussions were centered on how to enhance and champion economic inclusiveness for women and girls, particularly in rural areas. This was held at Zaa Radio, Tamale on the 8th of March, 2024.
6.The Department in collaboration with MEDA GROW2 Project organized a Radio Discussions on Women Leadership and Participation in decision making. The purpose of the discussions was to solicit support from community members for increased women participation in leadership and decision making at the community level. This was held at Radio Savanna on the 18th of March 2024.
7.The Department with Financial Support from the USAID RING II Project and MEDA GROW2 Project organized the First Quarter Regional Gender Support Network Meeting. The Meeting was sought to finalize discussions on the committee's work that was formed in the last Quarter meeting, prepare a work plan for the network, and build of Database of NGOs/CSOs working in the area of Gender/Women Empowerment in the Region. The NGOs/CSOs also had the opportunity to present their achievement for the last two Quarters of 2023 on Gender and Women Empowerment. In attendance were 40 participants (35 Women and 5 Men). This was held at Regional Library, Tamale on the 28th of March, 2024.
CHALLENGES
The Department is faced with challenges such as
- Inadequate funds to carry out activities in the annual work plan.
- Lack of fuel resources to carry out Monitoring & Evaluation of activities
- Difficulty in reaching some districts to discharge mandate due to the vast nature of the region.
- Inadequate capacity on counseling
- The issue of child marriage, Teenage Pregnancy, Parental irresponsibility, Gender Based Violence continues to be challenging issue in our gender work.
CONCLUSION
Despite the challenges that the Department is facing, the First Quarter of 2024 was fruitful following the successes from the collaboration that went on with partners in the Region. However, a lot more could be achieved if more resources are committed to the activities of the Department on a timely and regular basis.
RECOMMENDATION
In order to achieve the mandate of the department, we recommend the following
- Staffing situation for the Secretariat should be improved upon. Thus the employment of additional assistant programme officers, a driver, secretary, messenger/cleaner to reduce the burden on the few staff.
- DGDOs at the district level are on secondment and not permanently on the Gender schedule. This makes it difficult for institutional memory retention and continuity.
- Enough funding should be made available for activities at the Regional level.
- Regional staff be taken through counseling training to enhance our skills in counseling services to clients.
- The need for more and frequent sensitizations on the effects of child marriage with all stakeholders to address the issue which is affecting a lot of young girls in it.
